I have an element with an enumeration list of five values defined but it is not clear to me how I can use the list to validate input data, particularly as the documentation states that the '...values are not validated by the broker at runtime'. How does a message flow use the list?

These value constraints are like 88 levels in COBOL. I am not sure whether you can use Imported MRM Value constraint names directly in your ESQL code.
