We are applying PTF UK41654 in preperation for our upgrade to WMQ v7.0.1. We are implementing the PTF to support backout back to WMQ v6.x if necessary.
No where can we confirm if this PTF requires and IPL. Please any help here would be greatly appreciated.

Are you asking if the fallback PTF requires an IPL, I doubt it, but I'm not sure. IBM will need to address this.
The forward migration issue is the early code, which must be at the highest level for queue managers in the z/OS image. If you are migrating from v6 to v7 (even if you intend to fall back), you will need the v7 early code while v6 and v7 coexist.
The z/OS System Setup Guide, Task 3 "Early code" has this:
When you have updated the early code in the LPA libraries, it is available from the next z/OS IPL (with the CLPA option) to all queue manager subsystems added during IPL from definitions in IEFSSNss members in SYS1.PARMLIB.
