if i change the MCA id on the cluster receiver channels of the my cluster QM.
and assume this mca id is a non-mqm user.
Will the cluster receiver/ sender pair work in this case.

Yes, but with 'funny' results...if you do not grant certain authorities for that userid to certain queues

This is one of those yes/no/it-depends kind of answer.
It is the job of the receiver end of a channel to MQCONNect to its qmgr, MQOPEN the destination queue (or DLQ) and MQPUT messages. Will your non-mqm username have sufficient authorities to do these things? _________________ I like deadlines. I like to wave as they pass by.
