Yes, the correct one 
More specifically, ensure any queue managers on it are correctly removed from any clusters in which they participate (if any), that other queue managers on other servers, which have communication objects that reference any queue managers on the server to be decommissioned have those objects removed (point-to-point), and that any application-related messages on queues are processed by applications...and don't forget license recovery.
The above should give you a starting point for producing a process document for decommissioning.

I'm sure it depends entirely on what kind of server and what policies your company has and what security requirements exist to cover the data that the server used and whether you are going to reuse the hardware or not, and how much pain and suffering the server has caused the admins during it's useful lifespan.
In certain extreme cases, it may be necessary to throw the server off the roof of the building, or take it out back and break it into pieces with baseball bats whilst listening to rap music. |

I like this idea  ...well, maybe not the rap music part (I've always felt there was a letter missing).

There is a serious point here. Not so much with queue managers perhaps, but with databases of sensitive information I've seen the hard drives formated with a big hammer for security reasons. The cost/benefit case being the cost of a new hard drive v the cost of the data escaping.
Not least because one of the "costs" was the data admin looking at jail time for unauthorised disclosure. It's amazing how easily you can obtain budget when management are legally liable (e.g. SOX).
Music used during decommissioning is a personal choice. They wouldn't even let me help; something about giving me a hammer violating health & safety. Also some protests from the wider community about me being armed with a weapon.

I actually did have the 'pleasure' of wielding a hammer. The most frustrating aspect for me was the waste, the drives were never actually used. the destruction was cathartic enough to rid me of the frustration though...
