The port MUST be in use and thats why it was not working. On some platforms if you try to start another listener to listen on the same port, it would not allow. But on platforms like NT, you can have two qms with 2 listeners listening on the same port. YOu would not figure a problem out until you faced a situation like this.

If you think you dont have any listeners runing on your system. Make sure that there arent any that are still hanging around without your notice.
