I'm not sure I understand your question. If you are asking about what levels of MQSeries run against what levels of HP-UX. The following URL:

http://www-3.ibm.com/software/ts/mqseries/platforms/supported.html

gives you the ability to specify an MQSeries version and see what versions of other software are supported with it.

Thanks for the feedback (though it isn't quite what I am after).

A run level can be viewed as a software configuration of the system, where each configuration allows only a selected group of processes to exist.

For example terminal eminators would typically run at level 2.

Any further feedback on this would be greatly appreciated

Don't know if it's the same on HP-UX, but we start our queue managers at run-level 3 on Solaris.... this level is the "multi-user, networked" one...

I have always configured MQSeries to start at runlevel 4. That is the standard runlevel for HPUX. What really matters though is that you get MQSeries to start at the right point in the startup sequence. i.e. MQSeries must start before MQSI and any MQ applications.
