I searched for the answer for this so please forgive me if it has been answered already...

Can jms be used to inquire a queue attribute - like backout queue name or backout threshold

You are going to have to use the PCF classes to get your queue information. You can look at backout.java at:

http://www-304.ibm.com/jct09002c/isv/tech/sampmq.html

to see how to get the values.
