I did default Configuration by starting the get Started wizard, So Configuration manager ( ConfigMgr), Queue manager (WBRK_QM) and Broker Manager and Broker and Database for Queue Manager are created by default. After creation of all these developed a message flow in Development perspective and created a bar file and deployed it in the Message flow execution engine.
Default Queue Manager residing at port no 1414.
In the domain perspective when I right click and selecting the "Connect" option. It is showing an Error

"BIP0915E Message Broker Toolkit is unable to communicate with the configuration Manager."

Have you checked :

- definition of your domain,
- QMGR name,
- listener port,
- QMGR status,
- listener status,
- MQ logs
