Is there a way to configure a c++ app to behave like a subscriber to a topic queue as with JMS?

If so, can anyone point me to any information about how to aquire this functionality?

There are many ways.

One good one is to use XMS.

Another good one is to read and understand the Using Pub/Sub Manual, and build your own RFH2 headers.
