We are developing customized jsp client. I needed to know whether it is possible to develop(using the WorkFlow API's) the Instance Monitor(the GUI) as in the IBM Web Client/ StandAlone Client.

From the Javadoc for Workflow Java API, I have a feeling that this is possible. I have never done this but I don't see any reson for not able to implement it.

If your are refering to the Monitor GUI, I dont think it is possible directly from the API (like making an API call and getting the GUI). But you get enough information from the API to construct your own GUI.

It is most certainly possible. I've been playing around with portions of this for years, just have never done the whole thing.
Have a look at the InstanceMonitor API. To do the entire monitor you will need to use the following objects:
ActivityInstance
ControlConnectorInstance
SymbolLayout
Point
