If I set off an option "Program activities can be checked out" and run PEA with owner of this activity,
can I start it from Webclient manually ? Meantime I get "program in error" status.

What is the error reason? This should give you a hint as to what the problem is. Look in fmcsys.log and I think you should see the error reason.

It was really a PATH problem. Probably because old FDL was imported.
