WBIMB toolkit(local work station) hung for some reason. IBM worked on it and asked to delete workbench.xml from X:\<WBIMB_install>\eclipse\workspace\.metadata\.plugins\org.eclipse.ui. It works fine after deletion of the xml file.

This xml file maintain consistency between toolkit and workspace file system. If these are out of sync then the toolkit will be frozen.

How can i reproduce this issue? I tried by deleting a project in different scenarios( "do not delete contents" & "also delete contents from file system") and recreated. It happened twice(working with debugger & migrating + making changes).

I am trying to prevent this issue. Any idea

This happens if the Eclipse workbench objects are manipulated outside the eclipse platform. To recreate this, you can delete an eclipse object outside eclipse (which of course is not the recommended way) which will put the workbench in an inconsistent state.
