I'm trying to get an element to repeat within an embedded message. I've got the type of the element set to 'Variable Length Elements Delimited' to allow repeats and the Type Composition set to 'Sequence' and Type Content to 'Closed'. I've set the repeat to 'Yes' and Min Occurs to '1'

The MRM seems to parse the first instance of the element and stops right at the beginning of the first repeat. The Log shows 'ParserException BIP5288E: MRM parsing error. Message bit stream larger than expected.'

Is there anything I'm missing?

I think you are exceeding the total message size here. Please make sure you are assigning correct length data to each element.
