My sender channel which is having 2 IPs in CONNAME is taking 2 minutes before establishing connection to the second IP. I understand that the cause of this is because the 1st IP is not active which is why it's taking time, and re-ordering the 2 IPs resolved the issue and making the connection instant.
Is there any setup or attribute that I can change to make the connection instant without re-ordering the IP's in channel's CONNAME?

This is not really an MQ question, but a TCP/IP question. MQ is just a user of TCP/IP, and it has asked TCP/IP to connect it to IP1. If TCP/IP takes 2 minutes to discover that this IP address does not exist, the thing that needs to "speed up" is TCP/IP.
That said, one might expect that the reason you are using a list of IPs is because of failover, and you might also surmise that the first IP should be the "normal" IP and the second IP be the "failover" IP, and so you only have the 2 minute delay when something has failed over, and you have need of it.
Alternatively, speak to your TCP/IP guys to see what they can speed up, perhaps the 2 minutes is a timeout that can be shortened.
