I am using ACE V12 for developer (12.0.1.0). I tried to download 12.0.3 from Fix Central . I got an error
No applicable IBM support agreement found for one or more of the products you selected.
12.0-ACE-WINX64-12.0.3.0
Reason: [IBMAVS6431]

Did I go the wrong place or Developer edition cannot get fixpacks ?

No fix packs. You need to get the latest developer edition.

I don't think it is the fact that you are using the developer edition that means you can't download a fix pack. I think it is simply that you have not purchased the support that enables you to do so. In February 2021, IBM announced that it would be enforcing Software Subscription and Support (S&S) entitlement checks in order to access downloads for MQ Fixes from MQ Fix Central.

You can read the MQ version of the IBM Support Doc describing this here. I didn't save the link to any equivalent document about ACE, but I assume that this is an IBM wide policy change, not an MQ specific one.
