Hi,
I am not expert in cloud.
My client have install IIB in one region where Data center is there.
But Now similar requirement has to be implemented in another set of application in another region.
Is there any way to make IIB available in different region and saving cost and latency?

Install it there. Latency is not an issue if you ensure that any IIB consuming applications use the instance of IIB local to them.
Alternatively, install IIB in a cloud (AWS, IBM Cloud, etc, etc.), selecting a provider that has instances geographically adjacent to where you need them to be or that offers low latency links to whereever they actually do the hosting. Decommision your current on-site IIB to obtain the budget.
Other topologies are possible, may fit your needs better and are limited only by your imagination.
