How to create a flow so that failed message goes to Dead Letter Queue even though BackOut Queue is present?

Why, exactly, would you ever want to?

The Dead Letter Queue is intended for messages the queue manager is unable to deliver to their target queue. A failed message, by definition, has been successfully delivered somewhere.

But to facilitate your journey down this road to Hell (I'm having a bad day so why not share the pain?), it's as easy as wiring an MQOutput node to the failure terminal and quoting the DLQ name in it.

You might want to include some code to add a DLH to it first. It will prevent the MQ admins coming for you with sharp pieces of metal because their dead letter handling processes have broken. I shudder to think what you could possibly put as values in the DLH, but I imagine that's covered by whoever gave you this insane requirement.

Note that if the reason for doing this is some attempt to use the runmqdlq utility to handle failed messages, there's no good reason why you couldn't add a DLH to the failed message and then add it to the backout queue where it belongs.

Have the input queue put inhibited.
Send a message from a different qmgr to your input queue...

This really does go against all accepted best practices for IIB/MQ. I'd go to the person who gave me this foolishness and get the justification and reasoning in writing. Then I'd show it to the Production Admins. If they agree to it and sign off on the idea and the fact that they would have to manage the system with it running, then and only then would I even start to work on it.

At the same time, polish your CV and start looking for another role just in case it all goes TITSUP.
