Tutorials gallery can not connect to the repository, You can try to
configure the repository connection.

Connection error occurred

When I click on configure the repository connection.

it gives me java.net.socket exception

please let me know how to resolve this error.

Fix your connection - "socket exception" is a network error and nothing to do with IIB.

Well, I don't think there is any question about it. It can only be attributable to human error. This sort of thing has cropped up before, and it has always been due to human error.
