Is it possible to get an email notice or other type of alert whenever the ConfigMgr loses connection to the Queue Manager. Is there a way to monitor this connection and generate alert? Is there another way to reset ConfigMgr without recycling the entire OS/wmb server?

wmq v6, wmb v6 is running on suse linux.

If you were to upgrade to a supported version then this would become irrelevant as there is no Config Manager.

We're trying to guide you off of a platform where both WMQ & WMB are well out of support.

One of the miracles of WMQ is that when it loses connection it assumes it will come back. So you need to monitor that connection like you would any other connection.

But given the versions of the software you're using this is likely to be the least of your problems moving forwards.

Regardless of whether you are actually using a version that has a real configmgr or not, there are certain kinds of events that are only available through the system logs.
