If you deploy a flow where the Input Queue is not defined, you get errors. These clearly tell you that the queue is missing.
Then you can get the Queue defined, stop and restart the flow and it will work.
As for MQ Output, you may be constructing the Queue Name in a FLOW so you may bot be able to validate the existence of a queue at deploy time.
If you really feel that this is wrong then please go ahead and raise a RFE (Request For Enhancement) with IBM. _________________ WMQ User since 1999

Because to do otherwise creates a dependancy. In my site, deployments are performed in a separate process to changes to the MQ topology. We have both bundled in the same "change" in our system, but don't mandate which happens first.
