When I tried to clear using mqsc command "clear ql(name) "
getting queue inuse error since application are connected.(ipproc and opproc are exsist on the queue)

But In some cases even the application are connected (ipproc and opproc are exsist on the queue) Iam able to clear the queue.

That surprises me, are you sure you are using the CLEAR command? Or are you using MQGET calls to 'clear' the queue?

If you are using MQExplorer, it may display IPPROCs or OPPROCs but there are none because it refreshes every 30 seconds or so...
