Application faces this MQRC.. what change they should make in their application code (if required) ?

Re-issue the MQCTL call with the correct Operation.

This reason code, like many MQRC values, covers quite a range of situations. But they are all fairly logical. For example, you can't 'resume' a connection that has not been 'suspended'.
However, I think we'd need to know what you are trying to do (and preferably what state you connection is in) in order to advise the correct action to take.
