I am using IIB v9. There is a problem when I store some essential data in globalcache.
Everytime restarting the broker, data must be reloaded to globalcache by triggering a message flow. Is there some way to finish this work automatically, in case I forgot it?

There is one type of node that will cause a flow to 'do something' when the flow is started. That is the TimeOutNotification Node. you could add some code downstream of that to load the cache for you.

Every time you reinvent the wheel the more square it gets (anon). If in doubt think and investigate before you ask silly questions.
