Can anyone confirm that there is NO toolkit fixpack 8.0.0.4?
I have tried to find it but so far no joy.

I was able to update to the 8.0.0.4 toolkit just fine using the IBM Installation Manager.

Also you should be able to download here:

Drat! The Toolkit FP was added yesterday, probably after I'd checked.

Using IM is all well and good if you only have one or two TK's to update. When there are 10+ developers, you really need to have the download and setup a repo for them to access.
