Which says the following:

Allow another user's authority to be used for MQOPEN and MQPUT1 calls.

I do not understand what this is saying, why would I need to do this, why would I need another user for Open and Put calls

If your application is performing any kind of routing function you may want the message put with the originating user's id rather than the id that's running your routing application.

Other and more appropriate use cases undoubtably exist.
