We have an application which is sending Taiwanese characters in an XML with UTF 8 encoding to the message flow. However, the message flow fails to process the message.
Are there any additional settings required to enable support for Taiwanese Characters?

The characters in question existing in UTF-8 would be one thing. The message being identified as being in UTF-8 and not an EBCDIC varient would be another.
It's hard to say without more details on why it's failing.

What transport mechanism does the sending application use to send messages to the message flow? MQ, HTTP, or something else? The sender needs to make sure that the MQ or other headers indicate that the message is UTF-8.

Are there any error messages? That would help. Usertraces can provide more detailed explanations as to the cause of any errors.
