On any given system there is an optimum number of brokers and execution groups.
Only an exhaustive amount of testing will allow you to determine what that mix is.
It really depends upon your workload mix. That is unique to YOU.
The side effect of all this testing is that you will really start to understand that many of the 'bottlenecks' are not in Broker itself but in other things such as remote DB connections, file system speed especially to a SAN etc etc.
