Simply add the <ExternalProcessContext> tag to your XML document.
As shown in the Programming Guide:

I tried this, but evidently put this tag in the wrong place in the XML. Does this need to be part of <ProcInstInpputData>? |

Definitely NOT part of the INput data. I generally put it before that.
