BIP8146E: Unable to retrieve the SQL primitives supported by the Database.
The command attempted to retrieve the SQL primitives that the Database supports, however the primitives retrieved indicate that the Database could not be contacted successfully. Refer to the Administration Guide for information about Database setup, ensure that the Database libraries are available in the library path and that the ODBC ini file is correct.
Correct the problem and retry the command.

6.1.0.3 is very old version. There are many bug fixes to that version as of 6.1.0.11.
Why not you update your runtime to modern version while you read the Administrator's guide ? _________________ http://leanpub.com/IIB_Tips_and_Tricks

How can we know? We know nothing of your system or configuration except that the database connection is hosed up. You're the one with all the information.

How do you suggest we do that? You've said nothing about your system or even the circumstances of the error except that you're trying to create a broker. Is this on a box already hosting a broker, a database server that hosts broker, an entirely new set up, what? What have you done to diagnose the problem apart from post here and fold your arms waiting for spoonfed advice?

Well thank you for the information. At last.
I don't see how you can say this is the same environment as:
a) this environment (you claim) is 6.1.0.3 & the other environment (you claim) is 6.1.0.2
b) the other environments can connect to the database & create brokers where this one can.
So there are 2 places for you to start looking for the problem. _________________ Honesty is the best policy.
