when iam testing the webservice iam getting fault code 99 from the backend system , may i know exact reason for this ??

but this exception is occuring very rarly and iam unable to regenerate this agian to verify what is the actual reason and do you think still it is due to ppayload xml not formed as expected ????

Fault codes tend to be application-specific. Ask the backend web service provider.
