Any time you don't want or need to.

Conversely, you should include one when you want or need to.

Location: NC or Utah (depends)

It would not be wise to hang a Passthru Node with nothing connected to its Out terminal, off another Node's failure terminal unless of course your intention is to defeat the purpose of that Node's Failure terminal...

I could see noobs getting real confused doing this. "Why don't I get an exception in my error flow in upper level ?"
