Is there a way to set the functional level not base on a (created) broker e.g. "mqsichangebroker BROKER -f all", but globally (so that all brokers that "will be" created just pick up this level) ?

the functional level that a broker takes when it is created is determined by the mqsiprofile that is in effect when it is created.

my profile will say "7.0.0.3":

But the broker will be "7.0.0.1"

Isn't it good practice to create brokers from a script so that the operation is repeatable, measurable and auditable?

It is an easy matter to define the desired Functional level in that script. Then this whole thing become a non issue... ?

Then when you apply a new FP you can pull out the version of the broker build for that FP from your source control system and off you go...
