Could anybody please explain While creating a Xml message set ,under the physical properties of Message set,Why we have to tick the suppress XML declration,under XML declaration

Select the check box to suppress the XML declaration. If selected, the declaration (for example, <?xml version='1.0'>) is suppressed.
By default, the check box is cleared.
You should not be creating a new message set with an XML physical format. The XMLNSC parser, which you should be using in all new message flows, does not even look at the information in the physical format. But it's surprising how many users think that it does.
