In windows 7 professional with MQ v7.0.1 I have created a new user Test without Admin rights and added to mqm group and changed the MQ processes to start with the new user Test using dcomcnfg utility.
After this when execute setmqaut through command line the command is getting executed but the change not getting reflected.
setmqaut -m QM1 -n LOCAL.Q -p Test -g mqm -put
For the queue LOCAL.Q in the Object Authorities menu in MQ Explorer the put is shown as disabled but in Put Messages it is shown as Allowed.
I am able to put messages through MQ Explorer and also using application amqsput.exe

And just what do you think happens when you put any user in the mqm group? Why do you think the MUSR_MQADMIN user is in that group, or domain mqm (or similar group) depending on your configuration?

Read the documentation. Wrong choice of group name.
mqm has a special group meaning for WMQ.
