I guess you want to know whether you can deploy message flows to AIX broker without using Control Center or not. And the answer is YES. You could use command mqsiassign and mqsideploy in supportPac IC01.

Unfortunately not. You will still need Control Center to manage your broker domain, like add broker to the topology, etc.
