Plenty of utilities can copy messages.

If you want to have one to many as part of the application - this cannot be achieved with alias queues, (although many to one can be).

WMB can be used to duplicate messages.

Using MQ only (and not modifying the application) the only way is pub/sub with a topic alias and two durable subscriptions.

Do I detect sarcasm here?

You asked

I believe I encountered this question in a certification prep exam. Some basic research on your part (what is a qalias, and what is it used for?) is called for.
