No, and the fact you ask that question shows a breathtaking lack of understanding of security in general and the product security model in particular.

Read the section on security again. Don't randomly set things or just guess how things work (which I suspect is why you think you only need connect authority). Then read the section in the WMB InfoCenter on security because as you're using WMBv7 the Toolkit will not work unless you set up WMQ correctly. Even if you add your id to mqm and bypass security. As you've been told in this thread already.

And then explain to your management & your audit staff why you allowed any passing idiot full control of your WMQ estate because that was easier than configuring security proplerly.
