Seriously, your question is one step removed from "how do I use Websphere Message Broker". There are a number of methods possible which you'll need to select according to your requirements and facilities; picking 2 points at random:

- do you have an XSD for the XML?
- how does the cobol arrive?

If you're looking for the "Cobol to XML" tickbox on the "MessageReformatiing" node I fear you'll be disapointed.....

COBOL is a programming language.

XML is a data description language.

They don't describe the same things at all.

Did you want to receive free training on how to use the Message Broker product to convert a message that is described using a COBOL copybook into a message that is in an XML Format?

We don't give free training here.

As mentioned above you will need a schema for the XML and a copybook for the COBOL records.

Then you will need a document describing how the copybook fields get mapping over to the XML schema.

And then there are plenty of options in the broker on how to implement that mapping.
