I have come across a Solaris Box where i think its a Websphere SIB or Some Base Messaging Support from WebSphere App Server install - than MQ .

Some info -
1)

All Default objects are missing from the queue manager including SYSTEM* queues/channels
4)
runmqsc gets into authorization errors from mqm
