I successfully created a configuration manager and a broker and the ports have been set properly in MQ. When I try to create a new domain connection, I get an error as below.

BIP0889E. The MB Toolkit cannot connect to the configuration manager.While the Toolkit was able to connect to the Configuration Manager's queue manager,no response from the Configuration Manager was received.

I've searched the forum but pretty sure that nobody else encountered such problem.

start your broker and configmanager ... either by mqsistart(as mqjeff replied) ... or from windows service ...
