I am trying to create a repository db on a Windows 6.0.2.8 QM but when running the runmqckm -keydb -create -db command I receive

The event log shows an error with this explanation:

| During operation 'CreateProcess' the Windows return code '3' was generated. |
I notice that someone else had this problem in 2008 and posted - the reply to them was to do maintenance on the MQ (they were at 6.0.0.0). I am at MQ6.0.2.8 What do you suppose the problem is? |

For those who may be attempting to help me with this problem and are curious about the full command, it is

the OS is Microsoft Server 2003 SP2
copy/paste from the command window:
E:\IBM\WebSphere MQ\bin>runmqckm -keydb -create -db "E:\IBM\QMNAME\ssl\QMNAME.kdb" -pw mypwd -type cms -expire 3650 -stash

AMQ9741: A problem occurred during a Windows operation.
QMname and pwd have been modified to protect the not so innocent.
