If it is possible, could someone give me a quick high level overview of how one might retrive a pdf document from a network location using a SwA message flow?

By calling a Web Service that responds with a SOAP With Attachments Message that contains the PDF document.

Or by Writing a Web Service that reads the pdf document into memory and attaches the contents to a SOAP message using the SOAP with Attachments format.

It's not clear which of the two you mean by "retrieve a PDF document from a network location".
