I configured M071 to client connect to a ZOS QM - M071 green light is on for this ZOS QM. However, attempt to retrieve info (queue list, etc) results in "Request Sent" on the bottom line info display and "Queue Manager Waiting" on the top status line. Any hypotheses on what could cause this? Incidentally, I have "SYSTEM.ADMIN.COMMAND.QUEUE" configured on M071. I do not have a problem client connecting MQExplorer (V6) to this ZOS QM

Verify your MO71 configuration.
Chances are that you're missing a flag that says MVS (checkbox) on the first page of the location settings...
The command queue should then change to SYSTEM.COMMAND.INPUT
