Configuration: 3 Queue Managers participate in a Cluster
Cluster Queue on QM2 and QM3 is PUT Inhibited
QM1 Puts 7 messages to a cluster queue on QM2 and QM3
Results 6 messages are put to the SDLQ on QM2 (RC 2268; MQRC_CLUSTER_PUT_INHIBITED)
Message 7 is put to the Cluster Queue on QM3 when the PUT Inhibit is released.
Apparently the RC2268 is standard behavior when a cluster queue is PUT Inhibited. But why did the 7th message not go to the SDLQ on QM3? |

You're saying that after the 6th put attempt (but before the 7th), you put(enabled) the cluster queue on QM3. Yes?
If so, the cluster queue is now available, and the 7th put will result in a message going to the cluster queue.
Clustering software looks for an available cluster queue. When you put(enabled) the queue on QM3, that cluster queue became available.
