Whenever I debug the code through Toolkit and find some issues with code , I try to correct it and deploy the code without terminating debug session. I indeed run it to completion for previous message. However when i deploy new code , it doesnt get deployed. Broker simply hangs. I have to restart Config Manager and Broker both. Is it normal ?

You do not need to close/disconnect the debug session to deploy new code to the broker. (V6.0)
However you cannot have a message in debug and deploy to that eg.
If there is no message in debug you can deploy the flow. If there are any messages in debug you need to first finish processing the messages in debug.
