I was trying to install MQ 7.0, can anyone tel me how to create the group id and the user id../ |

As you've not bothered to tell us which OS you're trying to install on, then no we can't. Not with any certainty. 
The documentation for your specific platform will have all the information you need to do the install. If you've read that, used it, and encountered a problem in the area of group or user ids then telling us that (along with symptoms of the error) might also be helpful!
You might also find reviewing the New Posters section on this forum helpful. It contains a number of hints that will help you avoid posts like this in future.
