Hi,
I am writing a Cobol program to populate RFH2 header using cobol. I am able to send messages to the queue but the user folder alone doesn't appears. When I browed the messages written into the queue thru RFHUTIL, the userfolder informations are written to 'OTHER' folder. Am I missing any mandatory settings to interpret the user data correctly?

No. As has been said many times in here, WMQ treats everything that isn't the MQMD as payload, even if part of the payload is a header like the RFH2.

I would suspect you have a formatting issue, and would double check your code constructs the RFH2 properly. Especially that it calls the folder <usr> not <user>
