Not sure if its relavent here but do you have two brokers running on the same system with same default port:7080?

If you dont want the http-listener process to run, export the below system variable to turn it off when broker is up:
MQSI_DONT_RUN_LISTENER=1

sometimes the http listener isn't stopped properly
