Are the possible return codes returned by the the saveqmgr utility (supportpac MS03) documented anywhere?

They're documented by the source code... 
Generally, though, the return is only indicative of complete success, something to look into, or failure. SUCCESS/WARN/FAIL.
What are you trying to do with it, that you'd like to process a return code? |

The command server was not running, so I was getting a return code set to 2.

Right, so standard return codes for "C" applications are anything that's not zero is a failure.
You should maybe have gotten a message in the text output, either on the command line or in your output files (STDOUT or STDERR), that said that no responses were received or etc. |
