I like to create MRM format and pass defalt (or fix) value to broker.
Is there is a way to created mxsd dictionary for MRM format and pass default value for an attribute (on msg or element level) ?

This question crops up regularly. The MRM parser never uses default values when parsing.
The MRM parser uses default values when writing, but only for fixed-length, untagged fields. In other words, fields in a CWF message, or fields in a TDS message where Data Element Separation is 'Fixed Length' ( but not 'Tagged Fixed Length' ).
In case you didn't get it, default values are never used for XML, TDS delimited or TDS tagged messages.
